#8. By Minute Order Appoint Two Committee Members to an Ad Hoc Committee on Commissions and Council Procedures
In accordance with the City of Pittsburg “Policies and Procedures for the City Council” adopted by the City Council on September 4, 2001 by Resolution No. 01-9475, the Mayor and Vice-Mayor shall appoint individual Council Members to standing and ad hoc committees. A need currently exists to create an ad hoc committee to review the policies and procedures for the City Council and Commissions.
Watch how swiftly the Mayor and Vice-Mayor appoint inappropriate or “convenient” persons to the position to perform a favorable review of the policies and procedures.
#10. Adoption of a City Council Resolution Amending City’s Conflict of Interest Code
Pursuant to the Political Reform Act, every local government is required to conduct a biennial review of its Conflict of Interest Code to determine its accuracy. As part of this year’s biennial review, City staff determined that the City’s Conflict of Interest Code must be amended to reflect new, reclassified and eliminated employee positions. Adoption of the resolution updating the City’s Conflict of Interest Code will ensure that the Code accurately reflects all of the designated positions within the City which are required, by state law, to disclose financial interests.
If we didn’t know better, we would think that our City Manager is playing a joke on us. Asking this of our current council members who routinely vote on items that are a direct or indirect conflict of interest is like asking the mice to guard the cheese.
#13. Adoption of an Ordinance Amending Title 18 of the Pittsburg Municipal Code Related to Permitting Small Recycling Facilities and Mail Order or Direct Selling Establishments in the M District AP-17-1235 (RZ)
On September 4, 2018, the City Council held a duly noticed public hearing to consider a zoning text amendment to add “small recycling facility” and “mail order or direct selling establishment,” as conditionally permitted uses in the M (Mixed Use) District.
Watch to see if Councilman Evola requests that this item be removed from the Consent Calendar for separate vote, since Mr. Evola is required to recuse himself from this vote. After all… he will have just appointed two members of the new Policies and Procedures committee.
