#4.PUBLIC EMPLOYMENT PERFORMANCE EVALUATION (Pursuant to Section 54957):

Time for another Job Performance Review for out esteemed City Manager, Joseph Sbranti. Perhaps this time the Council will grow a pair and do what is right.

PUBLIC HEARING

Not much to report here. The Public Hearing items this week are primarily clean-up of the poorly planning and already-annexed-too-much-of-our hills decisions that the Council has made in the past. 

CONSIDERATION

#9. Adoption of a City Council Ordinance Approving an Amendment to the Development Agreement between the City of Pittsburg and Garaventa Enterprises, Inc., a City Council Resolution Approving an Assignment and Assumption of Purchase and Sale Agreement between Garaventa Enterprises Inc. and the City of Pittsburg, and a City Council Resolution Approving an Amended and Restated Purchase and Sale Agreement between the City of Pittsburg and Stay Cal Pittsburg LLC

On October 15, 2018, the City Council held a public hearing, introduced, and waived first reading of an ordinance approving an Amendment to the Development Agreement (“Amendment to the DA”) between the City of Pittsburg, a municipal corporation and Garaventa Enterprises, Inc., a California Corporation (“Garaventa”). The proposed amendment will enable Garaventa to sell a portion of its property to Stay Cal Pittsburg LLC, a California limited liability company (“Stay Cal”), resize the proposed office building, and extend the timelines in the Schedule of Performance. To facilitate implementation of the Amendment to the DA, Garaventa and the City propose to enter into an Assignment and Assumption of Purchase and Sale Agreement (“Assignment and Assumption”) and the City and Stay Cal propose to enter into an Amended and Restated Purchase and Sale Agreement (“Amended and Restated PSA”).

So, Pittsburgers, this is where it gets interesting… While Joe Sbranti was trying to convince all of you that there was going to be a mid-level Marriott Hotel (Courtyard) in Pittsburg, he was secretly working with a company called STAY CAL to get a low-level, freeway off ramp-style hotel right by his beloved low-level eBART station.

Instead of fixing the horrendous traffic in Pittsburg and lack of parking around the eBART station, Joe Sbranti wants to make it much, much worse. At what point does the City Council say “NO”, this is a bad idea? 

This item also modifies the proposal that was previously presented for this site.

HEY, CITY COUNCIL… HOW ABOUT DITCHING JOE’S “RAILROAD SPECIFIC PLAN” AND FIX PITTSBURG, INSTEAD OF RUINING IT FOR EVERYONE EXCEPT THE DEVELOPERS?

#12. Bait Shop. Really? Does Joe have ANY idea how to create a city of the future?

#17. Tax Oversight, indeed. Oversee this: The City of Pittsburg continues to rake in our tax dollars and yet continues to cry “poor us”. Where, exactly, is all our Sales Tax and Property Tax money going? 

#19. Finally getting around to fixing those potholes, Joe? Tens of thousands of car owners in Pittsburg thank you for finally doing your job… sort of.

#21. Isn’t this sweet… Pittsburg gives Seeno the gift of reduced fees in lieu of doing a little grading that actually costs Seeno a lot less money. Imagine that… Joe Sbranti being out smarted by a developer… again.
